Uganda – Congolese refugees

  • Due to ongoing conflict in Ituri and the instability in North Kivu, two provinces in the north-east of the Democratic Republic of Congo (DRC), the daily rate of arrivals in Uganda has drastically increased. In just three days, from 10 to 13 February 2018, 13 799 new refugee arrivals entered Uganda from the DRC.
  • Half of these refugees have crossed Lake Albert and reached Hoima settlements in Uganda where conditions are hard with overcrowded reception centres and difficult access to the locations.
  • 37 128 Congolese have sought refuge in Uganda since 1 January 2018, while the 2018 Integrated Refugee Response Plan has an overall planning figure of 60 000 individuals from the DRC over the whole of the year.
  • The recent declaration of a level 2 emergency by UNHCR has not yet translated into adequate reception services. Some aid organisations are scaling up their response but the sudden influx of arrivals makes an adequate response to the urgent needs a real challenge.
  • Uganda is already under immense pressure: the country is hosting close to 1.4 million refugees, of whom one million are from South Sudan and over 242 000 from the DRC.
