Philippines - Tropical cyclone YUTU update

- ECHO Daily flash of 31/10/2018

  • Typhoon YUTU ("Rosita" in the Philippines) continued west over northern Luzon and the South China Sea, weakening.  On 31 October at 0.00 UTC its centre was located inland approx. 265 km north-west of San Fernando City, with maximum sustained winds of 102 km/h (tropical storm). It is forecast to continue north-west, slightly strengthening. Light to moderate rain could affect western sections of northern and central Luzon on 31 October - 1 November.
  • As of 31 October, 50 628 are affected and 48 969 people have been evacuated (of which 39 822 are housed in 713 evacuation centres). Some coastal communities are only accessible by sea and roads are inaccessible in Pigalo, Gucab and Annafunan, City of Ilagan, Sta. Maria, and Sto. Tomas. The worst hit areas so far are Isabela, Dinapigue, Santiago, Echague, Jones, Cauayan, and Maconacon.
  • UN OCHA asked PINGON (the Philippines International NGO Network) to conduct initial assessments, some of which are already underway. The local disaster management offices (DRRM), particularly Cagayan Valley DRRM Council and Cordillera Administrative Region DRRM Council, have actively led the coordination in their respective areas of operation.
